Sage 497 Consulting (Sage497), founded in March 2025 by Michael Sage, is a technology, cybersecurity, and business operations consulting firm. We specialize in providing expert solutions to small and mid-sized government organizations, educational institutions, not-for-profit organizations, and private companies.
Our services encompass a wide range, including Information Technology (IT) consulting and advisory services, strategic planning for business operational optimization, and numerous additional and customized services. We offer these services remotely, virtually, onsite, and through a hybrid model.
Through our services, we strive to help our clients achieve their goals by optimizing their technology and operational investments, streamlining operations, optimizing resources and assets, ensuring availability, and enhancing security. Our Owner
Michael (Mike) Sage, is deeply passionate about collaboration, strategic planning, and building strong relationships across various government entities, has honed his expertise in leading diverse initiatives. From reorganizations and budget analysis to shared service implementations, security initiatives, strategic planning, technology and application modernizations, service optimization, and more, Mike has consistently demonstrated his ability to drive impactful change.
Throughout his career, Mike has consistently demonstrated his ability to foster collaboration and educational opportunities. He has consulted with government technology leaders, established and managed aggregate/collective procurement and licensing agreements, and partnered with technology and cybersecurity experts across various sectors and levels to deliver value. By bringing together resources to address challenges, drive initiatives forward, and provide services and solutions that benefit the citizens of Pennsylvania, Mike has consistently demonstrated his commitment to public service.

Formerly the Chief Operating and Information Officer for the County Commissioners Association of Pennsylvania (CCAP), Mike held the dual role of Chief Operating Officer (COO) and Chief Information Officer (CIO). During his tenure, he managed the CCAP’s technology infrastructure, collaborated with both internal and external partners, and supported the overall Technology Services Programs of the CCAP. Additionally, he oversaw the CCAP’s mission and vision, ensuring the smooth functioning of daily administrative tasks, including managing the office building and providing continuity. Furthermore, he supported the services and functions of the CCAP’s human resources office and more.

As the CIO, Michael actively advocated for the counties related to technology and cybersecurity. He provided a comprehensive range of information technology and cybersecurity services to Pennsylvania counties. These services included consulting and advisory services for county IT Leaders/CIOs, technology consulting for county commissioners and executive leadership, cybersecurity awareness training, a library of county policies and job descriptions, quarterly networking and collaboration meetings, technology and cybersecurity assessments, risk management and intelligence, strategic planning, conducting cybersecurity tabletop exercises, contract review and advisement, information sharing and collaboration.

Before joining CCAP in 2019, Michael had a distinguished career spanning over 15 years with the Commonwealth of Pennsylvania, primarily with the Department of Labor and Industry (L&I). His journey began with web and application development and system administration, before he transitioned to cybersecurity. As the Chief Security Officer for L&I, Mike spearheaded the cybersecurity strategic direction and initiatives, managed risk management and operations, and oversaw identity and access management. He then moved into the Deputy CIO position, where he managed all application development, infrastructure, operations, finances, risk, and cybersecurity. Additionally, he provided technical operational support for all Department office buildings and locations in Harrisburg and across the state. During this period, Mike implemented a new strategic plan and direction for the IT organization. He also oversaw a 60 million dollar operational budget and managed over 200 staff members. Furthermore, he reorganized the entire IT department in alignment with the new strategic direction.
Next, Mike transitioned into the Chief Technology Officer (CTO) role for the Employment Banking and Revenue Delivery Center (EBR). In this capacity, he supported five Pennsylvania state agencies and the technical operations of all five state agency office locations in Harrisburg and across the state. This included overseeing their infrastructure, compute, risk management, security operations, and other technology initiatives. In both the Deputy CIO and CTO positions, Mike demonstrated his expertise in developing and implementing IT and cybersecurity strategic plans and initiatives.
